The Town of Westminster, Vermont (pop. 3,000) is seeking a capable community‑minded Town Manager to guide municipal operations, support a dedicated Select Board, and help advance the Town’s 2026 Strategic Plan. Westminster is one of Vermont’s oldest chartered communities, known for its rural character, agricultural heritage, and strong civic traditions.

The next Town Manager will help advance Westminster’s 2026 Strategic Plan, including:
Make Housing More Affordable and Available; Reduce Tax Delinquencies and Strengthen Financial Management; Improve Staff Collaboration and Organizational Capacity; Assure a Functional and Effective Listers Office; Strengthen Community Engagement and Public Communication.
Position Overview
The Town Manager in Westminster is responsible for: managing daily municipal operations with 12 employees; implementing Select Board policies and priorities; preparing and administering the annual budget, currently $3.6 Million; overseeing capital projects, contracts, and regulatory compliance; and ensuring transparent communication with residents and stakeholders. The Town Manager works closely with the Select Board, department heads, regional partners, and community organizations.

Desired Qualifications
Experience in municipal management, public administration, or related fields. Degree in Public Administration or related field preferred. Strong financial management and budgeting skills. Leadership and supervisory experience. Knowledge of Vermont municipal law and governance (or ability to learn quickly)
Compensation & Benefits
